Document wiki relative link syntax

Summary: Also make ../ work to start relative a link so I don't have to document it as ./../path.

Test Plan:

  • Used ./, ../. ./../, and normal links (proper title pickup).
  • Used bad links (red).
  • Regenerated documentation:
