Consistently refer to 'Projects' as 'Tags'

Summary:
In calendar, dashboard, diffusion, diviner, feed, fund,
maniphest, pholio, ponder, and slowvote use the term 'tags' if possible.

This intenctionally skips diffusion, differential, and the projects application itself.
