Preserve whitespace more faithfully when processing %%% remarkup blocks

Summary:
This improves the output for some edge cases with %%% blocks. Notably, blocks did not emit a block-level spacing tag, so this:

%%%a%%%
%%%b%%%

...rendered on a single line.
