Don't configure libkleo anymore with GnuPG install dir registry key

* src/Makefile.am (gpg4win_pkg_libkleo_configure): Remove.
* src/gpg4win.mk.in (GNUPG_INSTALL_DIR_REGISTRY_KEY): Remove.

libkleo has removed support for GNUPG_INSTALL_DIR_REGISTRY_KEY some
time ago because now gpgme is used to find the correct GnuPG
installation.

This reverts commit fb1f9cc1100f2d0b0da48b14804136a7bd66d6a4.
