gen-tarball: Make it easier to create tarballs of gpgmepp/gpgmeqt

Configure gpgmepp and gpgmeqt with the new option
-DCONFIGURE_FOR_DISTRIBUTION=ON. This makes it possible to create the
tarballs with make dist without first having to build/install the
required dependencies.
