Update dependencies

* packages/gen-frameworks.sh: Remove syntax-highlighting
* packages/gen-gear.sh: Remove kpimtextedit
* packages/gen-tarballs.sh: Remove ktextaddons

• Bump Qt from 6.7.2 to 6.8.2
• Bump KDE Frameworks from 6.9 to 6.11
• Bump KDE Gear from 24.08 to 24.12.2

Remove ktextaddons, kpimtextedit, syntax-highlighting and qtkeychain as
these packages are not required by GpgOL/Web anymore.
