Added 2.0.30 as new stable version of gnupg

* NEWS: Update Version.
* packages/packages.current (gnupg): Update package.

The conversion of the sha1sum was done locally. I downloaded the file checked
the sha1sum and after verifing it was correct, i generated the sha256sum
