Build necessary features of qttools only

* src/Makefile.am (gpg4win_pkg_qttools_native_configure,
gpg4win_pkg_qttools_configure): New.

Disable all features of qttools that we don't need. We only need
linguist because it includes Qt's translation CLI tools.
