build: Don't add package to extra package list if sources are missing

* m4/gpg4win.m4 (GPG4WIN_SPKGEX): Check $_gpg4win_spkg for "no".

This unifies the behavior of normal packages and extra packages in case
of missing sources, i.e. in both cases the packages will be skipped.
