Improved main page

• Added link to statement-spoofing.html again, because it is more relevant than the 3.1.8 release which is already in the archive. This brings a link to the statement back, because it was missing in the archive.
• Fixed news section layout to use the class="h_text" again, if there is no beta button. This keeps the first entry visible.
• Removed superfluous text elements that do not add information to the readers: a) The "News" headline, as it is clear from the nature of the entries that we are dealing with news. The link to the archive additionally shows this. b) Used a shorter phrasing for the newsarchive.
