Don't strip if there's nothing to strip

* src/gpg4win.mk.in ($(stampdir)/stamp-$(1)-native-04-install): Check
for package install directory before trying to strip.

Not all packages install something. For example, breeze-icons doesn't
install anything for the native build. (The internal tools needed for
the cross-build are copied manually by us.)
