Summary

I've added Ukranian translation.
Checked by my wife - looks good.
Diff shows strange characters, because of 8-bit encoding.
Screenshot of installer inside Ukrainian Win10 environment attached.

Test Plan

Switch Win10 locale to Ukrainian
Run Gpg4win installer
Switch language to Ukrainian
Enjoy
