Umlauts problem in German GpgOL menu

Umlauts are defect in menu/button/tooltip:

  • outlook2007 > email composer > Add-Ins: "Nachricht verschl_ü_sseln"
  • outlook2007 > email reader > Add-Ins: "GpgOL Entschl_ü_sseln/Pr_ü_fen"; "Dies

ist eine verschl_ü_sselte Nachricht..."

Tested with GpgOL 1.1.1 (gpg4win 2.0.2).

Emanuel can you check if this is still the case with the current version? I
think it should still be the case as I have tried to leave this all intact.

But the problem is likely the same as for

And easy to fix.

Tested with GpgOL 1.3.0-beta71 in Outlook 2003:
Still the same problem: "ü" is missing in German Tooltips

Fixed with 694a6e4 was indeed the same problem I had with my buttons. (local8
bit encoding passed to put_oom_string which expects utf8)

I'm directly resolving this as I tested myself.
