No mention of --default-cert-check-level in man

There is no reference to the "--default-cert-check-level" option in the manual
(http://www.gnupg.org/documentation/manpage.en.html).

https://www.gnupg.org/documentation/manpage.en.html is way out of date. Is
there a way to automatically generate this page (it needs to be converted to the
.org format).

I removed the man page and the link for now. Currently there doesn't seem to be an easy way to update it automatically.
