GpgOL, Sign by default enables encrypt by default

Description

Testing GPG4Win 3.0.0-beta187. Using GpgOL 1.4.0 in Outlook 2016
(16.0.6701.1029) 32-bit in a Windows 10 x64 environment.

From within a new email message, opening the GpgOL settings and selecting
"Sign new messages by default" under Message sending, clicking OK to save.

Starting a new message will have both Encrypt and Sign enabled by default.

Performing the same actions except checking "Encrypt new message by default"
and leaving "Sign new messages by default" blank will only enable Encrypt as
is expected.

This was already fixed in T2341

Which is currently not yet released. I'm marking this issue here as released
with superseder (duplicate) to keep the tracker clean.
