I've noticed that when i change networks, dirmngr often fails on the new network
and i have to restart it. If i don't restart it, it will repeatedly fail.

I haven't diagnosed it further, so i'm not sure what the specifics are, but i
wanted to make sure it's a known issue, and that there's a place to log further
diagnostics.
