Looking at root certs (e.g. Intevation Root CA 2016) shows two user ID lines. This looks a bit strange and we had fixed this for leaf certificates.

The second user ID in my test case was an "URL". So we now use what ever the "raw" user id data is as the Name if both name and email are empty.
