gnupg.org mail server doesn't encrypt outgoing mail

Description

For some reason the e-mail server used by this issue tracker does not encrypt outgoing mail using TLS. I think it wouldn't be a bad idea to take a look at the configuration and remedy the issue.

Right, our installation really needs an update. It is not gnupg.org mail but just the mails from phabricator - which unfortunately does not use our standard mail system
