Tags support in Kleopatra's recipient selection dialog

Description

We can add "Tags" to OpenPGP keys when certifying public keys. This remarks feature is very useful for institutions to group public keys by project or by country etc.

Kleopatras file encryption dialog does not properly support that. Neither through autocompletion nor when opening the dialog in a different window.

At least when the dialog is opened they should be listed / loaded if kleopatra has been run long enough for the keycache to populate them.

This is part of improved support for grouping but unrelated to the other group settings.

Filtering by tags does now work in the certificate selection dialog even if the tags are not displayed. One needs to show the Tags column to display the tags.

Tag support for autocompletion depends on T5175, so that one can select the tag group from the options offered by autocompletion.
