w32: Values under HKLM ignored if HKCU entry for GnuPG exists

Description

If the registry key for GnuPG exists under HKCU, so for the current user but does not have any values or unrelated values the registry key under HKLM is ignored.

So if one sets a HomeDir entry under the HKLM key but no HomeDir under HKCU the homedir setting is ignored.

Can you please give a more detailed example with regedit files to demonstrate that?

Is this still an issue or is the new gpgconf -X feature sufficient to detect this case?
