In the above test, I was using
Windows: 2.3.4
Debian: 2.2.12

I have the same error when using wkd.keys.openpgp.org with a CNAME DNS entry. The error occurs with Windows 10, 11 and Server 2019 (only the most recent versions tested). With Debian it works fine.
