Description

Require gitlog-to-changelog to be installed.

* Makefile.am (GITLOG_TO_CHANGELOG): New.
(gen-ChangeLog): Use installed version of gitlog-to-changelog.
* build-aux/gitlog-to-changelog: Remove from repo.
