build: Let configure create the VERSION file.

* autogen.sh: Update from libgpg-error.
* configure.ac: Use mym4_versoin to create VERSION file.
* Makefile.am (dist-hook): Do not create VERSION file.
(EXTRA_DIST): Add VERSION.
