Mark constant MPIs as non-leaked

* mpi/mpiutil.c: Mark "constant" MPIs as explicitly leaked.

Requires libgpg-error 1.22 (unreleased) for the macros, but since it is
a minor debugging aid, do not bump the minimum required version.
