Disable new constants in gcrypt.h unless used internally.

* src/gcrypt.h.in: Disable unless _GCRYPT_IN_LIBGCRYPT is defined.

With 1.11.1 we won't introduce a new API and thus we can't have the
new constants and macros in gcrypt.h.
