ecc: More fixes for cofactor with PUBKEY_FLAG_PARAM.
* cipher/ecc.c (ecc_check_secret_key): Support "h" in KEYPARMS. (ecc_sign, ecc_verify, ecc_encrypt_raw, ecc_decrypt_raw): Likewise.
