web: Mark emeritus people and sort them down

* web/people/index.org: Mark marcus, kai, justus and neal as
emeritus. Sort them below the active devs.

It would probably be better if we had a "kudos" or so section
for developers which are no longer active. I've chosen the word
emeritus as this was used in the past.
