build,tests: Run t-lock-single-posix only on platforms supported.

* configure.ac (HAVE_LOCK_OPTIMIZATION): New.
* tests/Makefile.am: Use HAVE_LOCK_OPTIMIZATION for
t-lock-single-posix.
