dirmngr: Indicate that serial numbers are hexadecimal.

* dirmngr/misc.c (hexify_data): Add arg with_prefix.  Adjust all
callers.
* dirmngr/crlcache.c (cache_isvalid): Print "0x" in front of the S/N.
