gpg: Make --list-packets work w/o --no-armor for plain OCB packets.
* g10/armor.c (is_armored): Add PKT_ENCRYPTED_AEAD.
With this fix it is now possible to feed a vanilla packet of type 20
without first forcing gpg to assume binary mode.
