Explicitly set registry bits to avoid redirection

To avoid the config dialog looking at a different registry
then GpgOL we explicitly pass w64 for 64 bit gpgol and
access the registry accordingly.

Weirdly enough HKCU was not redirectred so it worked but
HKLM was redirected so we failed to use the fallback.
