gpgconf: Print the full commit id.
* autogen.sh: Update to version 2024-07-04 from libgpg-error. * configure.ac (BUILD_REVISION): Rename the ac_define by BUILD_COMMITID. * tools/gpgconf.c (show_version_gnupg): Use it here.
