Description

Do not distribute a copy of gitlog-to-changelog.

* Makefile.am (AUTOMAKE_OPTIONS): Do not create a tar.gz.
(gen-ChangeLog): Require an installed gitlog-to-changelog.
* build-aux/gitlog-to-changelog: Remove.
