Show busy indicator/progress message while smartcards are loaded

This is only done when no smartcards are currently shown. Since we
show the busy widget instead of the placeholder widget when smartcards
are loaded we don't need to disable the Reload button on the placeholder
widget anymore which saves us some focus trouble.
