Align the recipient selection at the top

Having them with row stretch and aligned in the center had the
effect that the widgets moved when new recipents were added. So
we just stretch the second row now to ensure that it takes up
the available space.

Hmm, I had removed a stretch there because I thought that a stretch in the middle of the dialog looks bad. Usually, vertical stretches are added just before the button row.

Also, I'm wondering how this stretch interacts with the stretch before the button row in the SignEncryptFilesWizard.
