Add hack to agressively raise a window and use it

This is for usage of Kleopatra from Outlook. It happens
that the Certificate Selection Window is in the background
and Outlook is blocked until the certificates are resolved.

So we need this hack to agressively go to foreground and
stay there until we are closed.
