Remove kgpgconf

It appears that gpgconf was a development step before
the current cryptoconfigmodule. At least there is a lot of similar code.

Somehow it never was removed though and currently (under debian
jessie with gnupg 2.1) kgpgconf does not appear to do anything useful.
