Move protocol selection to SignEncryptWidget

Previously, this was custom to PadWidget, where it is required as the pad can't do combined S/MIME&PGP or S/MIME sign and S/MIME encrypt.
The same limitation applies to the clipboard, where we want to reuse the SignEncryptWidget in the future.
