Create an SWDB file during "make distcheck"

* Makefile.am (distcheck-hook): New.

The SWDB file is used to update the swdb.mac file from the
gnupg-doc repo which is the source for
https://gnupg.org/swdb.lst
https://gnupg.org/swdb.lst.sig
