cpp: Add ostream operators for key and uid

* lang/cpp/src/key.cpp (Key, UserID): Add ostream operator.
* lang/cpp/src/key.h: Update accordingly.

This is helpful debugging / showing the state of a key / uid and
tofuinfo.
