Cpp: Add support for spawn engine

* lang/cpp/src/context.cpp (Context::spawn, Context::spawnAsync): New.
* lang/cpp/src/context.h: Add prototypes.
(SpawnFlags): New.
* lang/cpp/src/global.h (SpawnEngine): Added.
