Add opts splitBCCMails and combinedOpsEnabled

* src/common_indep.h (opts): Add new options.
* src/main.c (read_options): Read the new options.

Those options can be used to reduce the complexity of
sending an encrypted mail by turning them off.
Implementation of the features follows.
