Fix detection of unencrypted mails in send

* src/mailitem-events.cpp (EVENT_SINK_INVOKE): Check
state before passing send.

This has not lead to bugs because no needs_crypto mails
went to update_crypt_mapi but it's the wrong branch anyhow
and the mails should pass through our hacks in send.
