Fix T5681, Handle ReadAsPlain from Policies first

* src/gpgoladdin.cpp: Change order of Registry paths

Local registry setting was checked first so setting set
via Policies was irgnored. By now looking at the policies
first they can't be overruled by local settings set by the user.
