Let autogen.sh create the VERSION file.
* autogen.sh: Update from Libgpg-error * configure.ac: Use autogen.sh --find-version. * Makefile.am (dist-hook): Do not create VERSION. (EXTRA_DIST): Add VERSION. * autogen.rc: Remove obsolete use of --with-gpg-error-prefix and --with-libassuan-prefix, which is not needed any more.
