Use generic autogen.sh script.

* autogen.rc: New.
* autogen.sh: New.  Take from GnuPG.
* Makefile.am (EXTRA_DIST): Add autogen.rc.
(DISTCHECK_CONFIGURE_FLAGS): Disable qt4.
