dev.gnupg.org: Add corporate theme.

* webroot/rsrc/css/application/base/phui-theme.css: Change color
for blue color theme.
* webroot/rsrc/favicons/favicon.ico: Change to GnuPG favicon.

Change the favicon and color of the blue color theme to match the
GnuPG theme.

Test Plan:
Run bin/celerity map and force-reload the page. Check that the
header color is blue and the right favicon is shown.
