MSI: Add INST_GPGOL=inactive feature

* src/make-msi.pl (dump_all2): Move loadbehavior of gpgol into feature.

There is now a feature that is installed by default when GpgOL
is installed that controls the load behavior.
This allows us the define the condition INST_GPGOL=inactive under
which this feature is not installed and GpgOL is not loaded
by default after installation.
