Use wrapped pkg-config for CMake

* src/gpg4win.mk.in (KDEPKG_template_): Add PKG_CONFIG_EXECUTABLE.
* src/pkg-config: Set PKG_CONFIG_LIBDIR in wrapper.

This was required for me because KArchive kept picking up host
libraries due to pkg_chk_modules.
