Fix download directory for the gnupg-w32*xz tarball.

* packages/gen-gnupg.sh: Fix w32 source tarball location.
* packages/packages.common: Ditto.

Some time ago we moved the source tarball also to the gnupg/ directory
so that binary does not anymore contain sources. This patch fixes the
package.common create schrip and the current instance.
